Respond to BSI proposals on drones and lifting accessories

The BSI is calling for responses to two proposals: the use of drones and the manufacturer of accessories that lift and hold loads, with both closing in February.

If you operate, distribute or manufacture these types of products, we invite you to take a look and submit a response. You are also more than welcome to share this information with anyone who may have an interest.

Use of drones in staging, production and entertainment
A new work item proposal is currently available for comment through BSI, comments are open until 04/02/24

This document applies to Unmanned Aircraft Systems (UAS) and groups of UAS used in staging and production facilities for events and theatrical productions (entertainment industry).

It covers all UAS used in the entertainment industry including UAS that are excluded from the Commission Delegated Regulation (EU) 2020/1058 and (EU) 2019/945. Specifically, articles 2 and 4 which exclude “UAS intended to be exclusively operated indoors”.

The purpose of the standard is to produce European specifications for the design, and manufacture of UAS within the entertainment industry.

The standard considers situations that give rise to danger, such as moving objects where any of the following situations apply:

a) with a large number of UAS working together,
b) indoors,
c) over persons and/or unprotected areas,
d) in areas with low light conditions and limited visibility, for example, while using stage fog and other masking effects.

Specifications for design and manufacture of accessories for lifting and holding loads above persons

This document specifies the requirements for the design and manufacture of accessories for lifting and holding loads above persons used in the entertainment industry.

This document does not apply to aluminium and steel trusses in accordance with EN 17115 and lifting accessories designed and manufactured according to harmonized Type C standards under the EU machinery directive/regulation. Such as EN 818 series on short link chains, EN 13414 series on steel wire rope slings, and EN 13155 on Non-fixed load lifting attachments.

The purpose of this proposal is to establish an EN Standard that defines the minimum quality and safety requirements for the design and manufacture of accessories for lifting and holding loads above persons used in the entertainment industry.

Furthermore, the application of the term ELL (Entertainment Load Limit) – established for machinery in EN 17206 – on equipment that is not a permanent part of machinery, e.g. truss brackets, hanging clamps, shall be defined.

The justification for this proposal is the existing lack of standards and requirements for the design and manufacture of design and manufacture of accessories for lifting and holding loads above persons in many CEN member states, which impairs a common level of sufficient product safety and free movement of goods.
